Shared learning
Read across communities without flattening one place into another
Start with each community's own definition of success, then follow only the comparisons it has authorised. Source validation, community approval and permissioned shared learning stay visible as three different signals.

Read the gap, do not hide it
16 validated against source, the rest still to be checked
16 of 98 sourced figures are validated against their cited source, across 22 sites. That count is small on purpose. It only counts measured outcomes that have been re-checked against source. The other 82 figures are on the record with their source attached, but they are context baselines, program activities, projections, or numbers borrowed from a related program, so they gate out of the validated headline by design. Labelling each one is what stops a projection or a background statistic from reading like an evaluated result. Community owners have separately signed off 0 figures; that status does not replace source validation.
Gate one · source
16 source-validated figures
A reviewer checked that the cited source supports the figure as presented.
Gate two · community
0 community-signed figures
An authorised community owner chose to stand behind the figure on this record.
The benchmark every figure is read against
$1.3M to detain one child for one year
ROGS 2026, the national average. Per-site funding allocations are not yet published as public data, only national envelopes, so this record names the benchmark, never a fabricated per-site split.
From community-published records
Local definitions first. Shared learning only with permission.
These are community-approved outcome definitions, not independently evaluated effect sizes. Local language remains attached to its community record; a national domain is counted only when the published edition explicitly permits shared learning.

Theme coverage
Approved cross-community themes
A shared theme appears only when its source outcome was published for shared learning.
No shared theme has been authorised yet.
The published local outcomes remain visible below. They are not silently grouped into a national category until a community explicitly publishes that mapping for shared learning.
Community outcome definitions will appear here only after an authorised owner publishes an edition.
What the figures actually are
The composition of the record
Not every number is an outcome. Labelling each one keeps an evaluated result from reading like a projection, a context baseline, or a figure borrowed from a related program. This is what protects the genuinely evaluated sites. Only the evaluated-outcomes class is eligible for the validated headline above; every other class is held back from it on purpose, so a background figure can never read as a community-led result.
- Evaluated outcomes17
Independently evaluated results.
16 of these 17 are validated against source. This is the only class that feeds the validated headline.
- Activities & outputs36
What a program did, not yet an outcome.
- Projections4
Modelled or forecast, not measured.
- Context baselines31
Background figures, not program results.
- Related programs10
From an adjacent program, not the site itself.

Every exported figure carries its source URL. These are public-record figures; nothing held in confidence by a community is on this page or in any download. The all-figures export is the raw record; the citation export adds the verbatim source quote, the as-of read date, and a ready-to-paste reference line for each figure. Story content, consent and cultural-permission records never enter either metric export.
How to read this record
What “validated against source” means
A figure is validated against source when a JusticeHub reviewer has opened its cited source and confirmed the figure is stated there as shown. That is the rung that lets a figure count in the national aggregate. Community sign-off answers a different question: whether an authorised community owner chooses to stand behind that figure here. Neither status substitutes for the other, and both are carried in the exports. Every figure also carries an integrity class so an evaluated outcome never reads the same as a projection or a context baseline.
