The national record
What justice reinvestment can show, and what it cannot yet
Every sourced figure across the network, in one place, read against the price of a cell. This is the honest state of the evidence base: what is validated against source today, and what is still to be checked.

measured outcomes, source-checked. The other 117 are context, process, projection or related-program figures, by design.

16 validated against source, the rest still to be checked
16 of 133 sourced figures are validated against their cited source, across 28 sites. That count is small on purpose. It only counts measured outcomes that have been re-checked against source. The other 117 figures are on the record with their source attached, but they are context baselines, program activities, projections, or numbers borrowed from a related program, so they gate out of the validated headline by design. Labelling each one is what stops a projection or a background statistic from reading like an evaluated result. None has yet been confirmed by the communities themselves.
The benchmark every figure is read against

ROGS 2026, the national average. Per-site funding allocations are not yet published as public data, only national envelopes, so this record names the benchmark, never a fabricated per-site split.
What the figures actually are
The composition of the record
Not every number is an outcome. Labelling each one keeps an evaluated result from reading like a projection, a context baseline, or a figure borrowed from a related program. This is what protects the genuinely evaluated sites. Only the evaluated-outcomes class is eligible for the validated headline above; every other class is held back from it on purpose, so a background figure can never read as a community-led result.
- Evaluated outcomes17
Independently evaluated results.
16 of these 17 are validated against source. This is the only class that feeds the validated headline.
- Activities & outputs43
What a program did, not yet an outcome.
- Projections7
Modelled or forecast, not measured.
- Context baselines47
Background figures, not program results.
- Related programs19
From an adjacent program, not the site itself.

Every exported figure carries its source URL. These are public-record figures; nothing held in confidence by a community is on this page or in any download. The all-figures export is the raw record; the citation export adds the verbatim source quote, the as-of read date, and a ready-to-paste reference line for each figure.
How to read this record
What “validated against source” means
A figure is validated against source when a JusticeHub reviewer has opened its cited source and confirmed the figure is stated there as shown. That is the rung that lets a figure count in the national aggregate. It is a lower bar than a community standing behind its own number, which is a separate, higher rung not yet reached on this platform. Every figure also carries an integrity class so an evaluated outcome never reads the same as a projection or a context baseline.
