What is anyone actually trying to change?

Every program on JusticeHub can tell you what it does. Fewer can tell you what it is for. These are the twelve things programs say they set out to change, and how many programs name each one.

Read this before the numbers

These are intentions, not results. A program appearing under “reduced recidivism” has said that is what it is for. It has not shown that it worked. For what has actually been evaluated, go to the evidence library. For sourced community figures, go to the communities.

Where this comes from

Each program record carries the outcomes it names and, where recorded, the method it says it would use to measure them. Programs whose records were machine-generated and rejected in review are excluded. A program can appear under several types, because most real work is trying to change several things at once.
